“Unable to boot the Simulator” after upgrade to XCode 8.0, unless disable SIP

With XCode 8.0 (8A218a), under OS X 10.11.6, simulator (Version 10.0 - SimulatorApp-700.5.3), and a new device created for iOS 10.0 - now gives error "Unable to boot the Simulator."

(Been developing without any issues for quite a while before this, through various upgrades of OSX and XCode.)

NOTE: The only "unusual" action I took around the same time as upgrading XCode, is that I re-installed the iOS 9.3 simulator devices as an alternative, as I was suspecting a new issue that arose in my app was specific to iOS 10.0.

There was one other unusual symptom unrelated to XCode, that went away after I rebooted with SIP disabled:

CoreTelephony Trace File Error ... failed to create \tmp(something)

NOTE: Verified that there is lots of disk space.

So far, the only work-around I've found is to disable SIP.

Other actions that did not help:

  • Resetting Contents and Settings in the simulator.
  • Deleting all the simulator devices, and creating them again.
  • Deleting XCode's cache "DerivedData" files. (I believe that is related to project builds, not simulator devices, but just in case...)
  • Deleting XCode and Simulator (dragged to trash), and installing Xcode again.
  • Creating a new simulator device.

What is a less drastic fix, that does not require disabling SIP?

NOTE: I was hoping that once I successfully ran the simulator without SIP, that would create whatever files were needed, and could then turn on SIP and run again .. but as soon as SIP is on, get "Unable to boot the Simulator" again.
