Error 13 When trying to run my Jupyter Notebook

I am not sure what happened but I am no longer able to run my Jupyter notebooks. I am getting the following error

I have tried uninstalling all of my software and reinstalling it, including anaconda and jupyter. I am using windows so I havent been able to find any help so far online. I need this for school and I would really appreciate detailed answers as I am still very new to this.

Try running anaconda and jupyter as administrator. Update jupyter_client and jupyter_core modules to latest versions as mentioned here
