Regex match words but ignore comment in string

Question

OS - Linux OpenSuse Tumblweed, gcc 10.2.1, glibc-2.32

    So, I have a string like this:
    \"INDEX blah blah INDEX  //  blah hey ho blah INDEX and another INDEX\"
