In Windows10 JetBrains Rider Event Log that :“Cannot find NETFramework,Version=v4.7.1 reference”

I double click a .cs file to open on Rider on windows10. I try to use Rider on Windows10, but Rider System cannot find NET? I has never remenbering or noticing whether the probl
