Why does mariadb 10.5.8 consume 100% cpu when idle on armv7?

Question

I recently updated mariadb from 10.4.x to 10.5.8:

• On armv7 (32 bits) mysqld now consumes about 100% cpu when idle, but still works fine.
• On armv8 (64 bits)
