Emulating GL_CLAMP_TO_BORDER in GLSL on a portion of a texture

I am currently making a text renderer in OpenGL and I stumbled into a bit of a problem. I am trying to add a border of X pixels around a quad kind of like GL_CLAMP_TO_BORDER
