PowerBI api GenerateTokensInGroupAsync- IsEffectiveIdentityRequired is suddenly set to true

Question

So I have an mvc web app that utilizes the Power BI api - app owns data. It has worked just fine for years, but suddenly this morning it broke on the GenerateTokens call.
