Getting nullpointer exception while hitting on API even though the code is correct .Also neo4j is not running ,the nodes are not getting generated

Question

When I am hitting on API I am getting null pointerexception. On debugging got to know that one of the parameter is appearing null. Nodes in Neo4j is not getting started.
