“Couldn't get a file descriptor referring to the console” through SSH, Ubuntu 20.04 (Focal)

Question

I am trying to run headless X on Ubuntu 20.04 (Focal). This is on a fresh Digital Ocean instance. I can\'t get it to work using Ubuntu 20.04, only with Ubuntu 18.04 (Bionic)
