File.Exists(@“C:\Windows\System32\inetsrv\appcmd.exe”) returns false, but dir shows appcmd

Question

I can see C:\\Windows\\System32\\inetsrv\\appcmd.exe in the folder and

dir C:\\Windows\\System32\\inetsrv\\appcmd.exe

also shows the file.
