Postgre service: Error: SOME SERVICES STOP AUTOMATICALLY IF THEY ARE NOT IN USE BY OTHER SERVICES OR PROGRAMS

Question

Can some one help me how can I start the service. I have tried by deleting .opts and .pid files but it not works. And there is process running in the background too.
