MySQL remote connection takes more than 3 minutes

Question

I am trying to connect to mysql of my remote server (by SSH or PHP) from my local server:

[root@local ~] mysqlshow -u test -p*** -h XXX.XXX.XXX.XXX
ERROR 2013
