Installing a new gcc version, but get 'configure: error: C compiler cannot create executables'

I am installing a new gcc version 9.1 to system 4.8.5 using these commands:

tar xzf gcc-9.1.0.tar.gz
cd gcc-9.1.0 ./contrib/download_prerequisites
