Can't connect to a server using ssh and a .pem private key using Ubuntu 18.04 and kernel 5.x

Question

I can\'t connect to a server using ssh and a .pem private key using Ubuntu 18.04 and kernel 5.4.0 however on the same Ubuntu version with an older kernel it works.
