scp command works if I don't specify the key to use, fails if I do?

/usr/bin/scp -r root@192.xxx.xxx.xxx:/config/tts/test.mp3 /var/lib/asterisk/sounds/tts

this command works

/usr/bin/scp -i /root/.ssh/
