PermissionError: [Errno 13] Permission denied: 'C:\\Users\\…Temp\\'random_name'. Python 3.7

Question

Should i change the path or maybe can i grant permission to PyCharm/Python 3.7 to read tmp files from \\Temp... ? Any idea is welcomed
