Xunit TheoryAttribute will cause a compiler error if not used with an InlineDataAttribute. How is it done?

Using Visual Studio 2019 version 16.8.1 and .Net Core 3.1, an Xunit test method cannot be created with a TheoryAttribute without an InlineDataAttribute. Doing so will cause
