Right side bar keeps moving to the bottom of the page when window size is 970px. How can I prevent the Right side bar from moving to the bottom?

My Right side bar, moves to the bottom of the page, when the window size is hits 970px. How can I make the right side bar to not move to the bottom , even if the window size
