Converting (possiblely corrupted) UTF-8 to numeric entities (as hex character c2810a) that otherwise breaks echo strings in PHP

Question

A piece of data is breaking PHP\'s ability to contain a string of text (HTML). I finally managed to catch it by outputting the string to a text file and the slowly reducing
