Match regex pattern when not inside a set of quotes (text spans multiple lines)

An expression like this would match such quotes:

(?:'[^']*')+

If you want to match foo when it's not inside such quotes, you could use something like:

foo(?=[^']*(?:'[^']*'[^']*)+\z)
