You can simply replace spaces with colon:

EMPTY :=
SPACE := $(EMPTY) $(EMPTY)
FOO = foo1 foo2 ... fooN
FOO_LIST = $(subst $(SPACE),:,$(FOO))

FOO_LIST is foo1:foo2:...:fooN.
