This worked for me:

sudo add-apt-repository --remove ppa:xqms/opencv-nonfree
sudo add-apt-repository --yes ppa:jeff250/opencv
sudo apt-get update
sudo apt-get install libopencv-dev
sudo apt-get install libopencv-nonfree-dev
