What works for my Mac OS 10.13.6 (High Sierra):
Just keep uninstalling numpy:
$sudo -H pip uninstall numpy
DEPRECATION: Python 2.7 will reach the end of its life on January 1st, 2020. Please upgrade your Python as Python 2.7 won't be maintained after that date. A future version of pip will drop support for Python 2.7.
Uninstalling numpy-1.16.2:
Would remove:
/Library/Python/2.7/site-packages/numpy-1.16.2.dist-info/*
/Library/Python/2.7/site-packages/numpy/*
...
Proceed (y/n)? y
Successfully uninstalled numpy-1.16.2
$sudo -H pip uninstall numpy
