Error with SDK package download in Android Studio

Below steps fixed the problem for me -

1. Download zip file from this location
2. Extract it and move the emulator folder image for emulator folder into the SDK folder image for SDK folder

I hope it works for you as well, I was using Windows 10 Pro 64bit
