M-x set-input-method RET cyrillic-yawerty RET
or
M-x set-input-method RET cyrillic-jcuken RET
To store it permanently, add
(setq default-input-method "cyrillic-yawerty")
to ~/.emacs config (and use C-\ to switch between keyboard layouts).
