Yet another way to do it:

NameValueCollection nvcData = HttpUtility.ParseQueryString(queryString);
Dictionary dictData = new Dictionary(nvcData.Count);
foreach (string key in nvcData.AllKeys)
{
    dictData.Add(key, nvcData.Get(key));
}
