Internal Server Error with web.config ipSecurity

This is my web.config which has some tags for blocking Ipaddress

    Open the applicationHost.config file (located at %windir%\system32\inetsrv\config\applicationHost.config) and edit the ipSecurity section.

    Change this line:

    To:
