As Joonas said, UNIX timestamps are by definition UTC, but you could hack something like this together to mimic timezone-specific timestamps if you really need to:

$dt = DateTime::createFromFormat('U', $timestamp);
$dt->setTimeZone(new DateTimeZone('America/New_York'));
