I think you're looking for:

ConfigurationManager.OpenExeConfiguration(string exePath)

or

ConfigurationManager.OpenMappedExeConfiguration(
    new ExeConfigurationFileMap() { 
        ExeConfigFilename = path + "app.config" 
    }, ConfigurationUserLevel.None);
