Here is how I do it in sass

  .tooltip-inner
    color: #fff
    background-color: #111
    border: 1px solid #fff

  .tooltip.in
    opacity: .9

And the position dependent part

  .tooltip.bottom .tooltip-arrow
    border-bottom-color: #fff
