sqlplus remote connection giving ORA-21561

I have installed sqlplus based on instruction given here

sqlplus \'username/password@(DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=192.168.0.100)(PORT=1521))(
