PostgreSQL: Why psql can't connect to server?

I typed psql and I get this:

psql: could not connect to server: No such file or directory
    Is the server running locally and accepting
    con

I had the same problem. It seems that there is no socket when there is no cluster.

The default cluster creation failed during the installation because no default locale was set.
