In Visual Studio 2019 Just remove Debug profile and create new one Do the Trick

1. Go to Project properties In debug tab
2. try first Changing ports Web Server Settings
3. if Changing ports not worked then Remove Debug Profile and Create new One-Warning Make Sure You Know Previous Settings
