Over The Air (OTA) iOS IPA File Distribution For Public?

I saw this Chinese company offering a demo for their app/service which is a .ipa file. You can simply visit a link by your iPhone via Safari and you can install

They probably use an Enterprise Developer Account. See: https://developer.apple.com/programs/ios/enterprise/

And they will most likely run into a legal issue, if their link is somewhere out in the interweb.
