Connection refused (PGError) (postgresql and rails)

I keep getting this error when i try to run my localhost using \"$rails s\":

Answer 1

sudo -u postgres pg_ctlcluster 9.3 main stop

followed by

sudo -u postgres pg_ctlcluster 9.3 main restart

worked for me
