Silly answer: write to a temporary file so you can use the venerable File.ReadLines

var s = "Hello\r\nWorld";
var path = Path.GetTempFileName();
using (var writer = new StreamWriter(path))
{
    writer.Write(s);
}
var lines = File.ReadLines(path);
