docker cannot start on windows

Executing docker version returns the following results.

C:\\Projects> docker version

 Version:      1.13.0-dev
 API version:  1.25

with the recent update of docker, I had an issue which was docker app hanged at startup. I resolved this by terminating wsl.exe using taskmanager.
