You can use absolute of fixed positioning. This CSS for example will dock a 2em-bar on the left side of your page:

    padding-left: 2.5em;
}
body > #bar {
    position:fixed;
    top:0; left:0;
    width: 2em;
    height: 100%;
    border-right: 2px solid #55F; background: #ffffd;
}
