How about loading it from MemoryStream?

{
    bitmap.Save(memory, ImageFormat.Png);
    memory.Position = 0;
    BitmapImage bitmapImage = new BitmapImage();
    bitmapImage.BeginInit();
    bitmapImage.StreamSource = memory;
