I have 4 projects :

Toombu.Entities : all models are there
Toombu.DataAccess: Mapping, Repository and ToombuContext
Toombu.Logique : Logic of my application

In my case, the NuGet package "Microsoft.EntityFrameworkCore.Tools" was missing
