Apache is downloading php files instead of displaying them

I had similar symptoms, yet another solution: in /etc/apache2/mods-enabled/php5.conf there was a helpful advice in the comment, which I followed:

# To re-enable php in user directories comment the following lines
# (from  to .) Do NOT set it to On as it
# prevents .htaccess files from disabling it.
