.Net Framework 4.6.1 not defaulting to TLS 1.2

Question

Our client have recently upgrade the security protocol to TLS 1.2. Therefore We have our application upgraded to 4.6.1 expecting the security protocol will be default to TLS

I did the following steps to use the latest security protocol TLS v.1.2:

Disable the old protocols SSL2.0, SSL3.0, TLS1.0, TLS1.1, enable TLS1.2 and enable strong cryptography for .NET Framework in the registry.
