Eclipse DDMS error “Can't bind to local 8600 for debugger”

I get the following error in Eclipse:

[timestamp - ddms] Can\'t bind to local 8600 for debugger

Why?

In my case, it just worked when I killed the Eclipse process, and restart the software.
