You can use Date.UTC method to get the time stamp at the UTC timezone.

Usage:

var now = new Date;
var utc_timestamp = Date.UTC(now.getUTCFullYear(),now.getUTCMonth(), now.getUTCDate() , 
      now.getUTCHours(), now.getUTCMinutes(), now.getUTCSeconds(), now.getUTCMilliseconds());
