How to fix a locale setting warning from Perl?

When I run perl, I get the warning:

perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
    LANGUAGE = (unset

If you are creating a rootfs using debootstrap you will need to generate the locales. You can do this by running:

# (optional) enable missing locales
sudo nano /etc/locale.gen

# then regenerate
sudo locale-gen
