I am from other country than US, as mentioned in the FAQ of Google Colab Platform for online experiments. Can I buy pro from here or could any one buy it from any other country?

If you really want to, you can. If you input a zip in the US it will allow you to buy it, but with TAX.
If you choose 03222 or 97222, there will be no tax charged.
Beware: This is against the agreement that you will not pretend to be in the US. So, do it at your own risk. They might terminate your subscription any day.

Google Colab Pro is available only in the US for now. This is clearly stated in the FAQ on their sign-up page here, scroll to "Where is Colab pro available?" answered with "For now, Colab Pro is only available in the US."
