Does istio authorization have effect if mtls is not used for istio authentication?
I was reading https://istio.io/docs/concepts/security/#authorization but I am wondering if mtls has to be enabled for istio authorization rules to have any effect/meaning. Can service A authenticate to service B without mtls and still be subject to the authorization rules?
