Figured out how to hide the grippy dots on the left side, now how do I hide that add/remove buttons drop-down arrow on the right side?

Google is full with the answer to this:

private void ToolBar_Loaded(object sender, RoutedEventArgs e)
{
    ToolBar toolBar = sender as ToolBar;
    var overflowGrid = toolBar.Template.FindName("OverflowGrid", toolBar) as FrameworkElement;
    if (overflowGrid != null)
    {
            overflowGrid.Visibility = Visibility.Collapsed;
    }

    var mainPanelBorder = toolBar.Template.FindName("MainPanelBorder", toolBar) as FrameworkElement;
    if (mainPanelBorder != null)
    {
        mainPanelBorder.Margin = new Thickness(0);
    }
}

And assign this method to your toolbar Loaded event.

Edit: Closed the gap too.
Edit2: Fixed missing resources.
Alternatively you can use a copy of the style with the earlier mentioned visibility changed and the margin on the right removed, all those resources belong to the style/template:

    <LinearGradientBrush x:Key="ToolBarHorizontalBackground" EndPoint="0,1" StartPoint="0,0">

After you embedded that somewhere you can set the style of the toolbar:

<ToolBar Style="{DynamicResource ToolBarWithoutOverflowBarStyle}"/>

Assign following method to your toolbar SizeChanged event.

    private void ToolBar_SizeChanged(object sender, SizeChangedEventArgs e)
    {
        ToolBar toolBar = sender as ToolBar;
        var overflowGrid = toolBar.Template.FindName("OverflowGrid", toolBar) as FrameworkElement;
        if (overflowGrid != null)
        {
            overflowGrid.Visibility = toolBar.HasOverflowItems ? Visibility.Visible : Visibility.Collapsed;
        }

        var mainPanelBorder = toolBar.Template.FindName("MainPanelBorder", toolBar) as FrameworkElement;
        if (mainPanelBorder != null)
        {
            var defaultMargin = new Thickness(0, 0, 11, 0);
            mainPanelBorder.Margin = toolBar.HasOverflowItems ?defaultMargin: new Thickness(0);
        }
    }

I'm not very sure that you actually need a toolbar or kind of a component looks like a menubar. Here is just what I want:

<Grid>
    <Grid.RowDefinitions>
        <RowDefinition Height="Auto"/>
        <RowDefinition Height="*"/>
    </Grid.RowDefinitions>
    <Menu Grid.Row="0">
        <MenuItem Header="Menu1" Padding="10 4">
            <MenuItem Header="MenuItem1"/>
            <MenuItem Header="MenuItem2"/>
        </MenuItem>
        <MenuItem Header="Menu2" Padding="10 4">
            <MenuItem Header="MenuItem1"/>
            <MenuItem Header="MenuItem2"/>
        </MenuItem>
    </Menu>
    <...>
 </Grid>

It may not fit to your case. Just I would like to share mine.

I have searching four hours to do this correctly with MVVM (so no code behind).

The most important thing is the "visibility collapsed" after ToggleButton and after ToolBarOverflowPanel (I have set the background color to black for my nav example).

Here is the code that you can set on your toolbar by "<toolbar Style="{StaticResource ToolBar}" Background="Black">...</ToolBar>

Here is the code for the style:

    <Style x:Key="Toolbar" TargetType="{x:Type ToolBar}">
        <Setter Property="SnapsToDevicePixels" Value="true"/>
        <Setter Property="OverridesDefaultStyle" Value="true"/>
        <Setter Property="Template">
            <Setter.Value>
                <ControlTemplate TargetType="{x:Type ToolBar}">
                <Border x:Name="Border"  CornerRadius="2" BorderThickness="1" Background="Black" BorderBrush="Black">
                    <DockPanel >
                        <ToggleButton Visibility="Collapsed"  DockPanel.Dock="Right" IsEnabled="False" IsChecked="False" ClickMode="Press">
