When I log into iTunes Connect I am getting the following message at the top of the screen :
Agreements, Tax, and Banking Review the Paid Applications Schedule. The iOS paid applications schedule (“iOS Schedule 2”) and the Mac paid application Agreement schedule (“Mac Schedule 2”) have been combined into a single Schedule 2 covering both programs, and the Custom B2B schedules (“Schedule 3”) for iOS and Mac have been combined as well. To create new paid apps and in-app purchases and upload binaries to the App Store, the user with the Legal role must review and accept the Paid Applications Schedule (Schedule 2 to the Apple Developer Program License Agreement) in the Agreements, Tax, and Banking module. To accept this agreement, the user with the Team Agent role must have already accepted the Apple Developer Program License Agreement in the Member Center. Review the Apple Developer Program License Agreement. The iOS Developer Program License Agreement and the Mac Developer Program License Agreement have been combined into a single Apple Developer Program License Agreement. To create new apps and upload binaries to the iOS and Mac App Store, the user with the Team Agent role must review and accept this agreement in the Member Center.
I've followed both the links and agreed to everything, but this message will not go away.

Happened to me as well. Managed to do it by accepting the license agreement here by clicking request button in Agreements, Tax and Banking link:

Need to select the "View and agree the terms" and tick the checkbox in the pop up screen:

1: click on agreement,Tax and Banking link.
2: Click on "REQUEST".
3: Accept terms and condition.
4: Hit Submit Button.

I figured this out while in the process of posting the question:
- Follow the Agreements, Tax, and Banking link first and agree to all contracts there
- Follow the Member Center link at the bottom and agree to the contract there
- Go to the Agreements, Tax, and Banking link again and this time there is a new "Paid Appliction" agreement at the top, agree to that and you are back in the game

Yes, it's definitely not clear - bad UI...
Simply go to "Agreements, Tax, and Banking" and press "Request" -> that's it.

The link in the message wasn't displaying the Schedule 2 agreement, but it popped up after clicking Agreements, Tax, and Banking icon below the message... weird

First go to member center and accept the license.
Then iTunesconnect -> Agreements, Tax, and Banking -> Amendments.
You have to click on this "Amendments" and procceed by accepting. After that everything will be fine.
